With a background in architecture and urban planning, Irina Rotaru is the founder and president of Cities on the Move and works as European expert, trainer, editor and project coordinator. The main research themes addressed by her projects and publications are the urban change and the sustainable design and management of built environment. In 2014 she has been awarded the title of Doctor Europaues by the Polytechnic School of Milan.
